		<description>I&#039;m not sure that you fully understood. At our local post office there are two large bins where people toss their junk mail and a table where people leave coupons and offerings that others may be interested in using. 

It&#039;s up for grabs and does not belong to the post office if anything it belongs to the trash company.</description>

Making a profit from items printed and to be used solely by the post office is highly illegal. You may want to do some research before instructing people to steal and sell government property.</description>
